အေသာကရဲ႕ အကၡရာမ်ား (ေနာက္ဆက္တြဲ-၄)


စာေရးျခင္းအတတ္ပညာမွာ အစဆိုတာေတာ့ ႐ွိမယ္ထင္တယ္။ ျမသန္းတင့္ရဲ႕ Art of Writingဘာသာျပန္ထဲမွာ အစဆိုတာကို ဒီလို ဖြဲ႕ထားတယ္။

“ငယ္ငယ္တုန္းက လွပတဲ့ပစၥည္းတခုကို အျခားတစ္ခုခုက ဖံုးကြယ္ထားတာျမင္ရင္ အဲဒီဖံုးကြယ္ထားတာကို ဖယ္႐ွားပစ္ခ်င္္တဲ့စိတ္မ်ိဳး ေပၚခဲ့တယ္တဲ့။ အဲဒီလို ဖံုးကြယ္ခံထားရတဲ့ အလွအပကို “အက်ဥ္းခ်ခံထားရတဲ့ အလွ”လို႔ သူက ေခၚခဲ့တယ္။ အက်ဥ္းက်ခံထားရတဲ့ အမွန္တရားတစ္ခုကို လြတ္ေျမာက္ေအာင္လုပ္ေပးဖို႔ စိတ္ဆႏၵမ်ိဳးျဖစ္တယ္ဆိုတာကို သူ အဲဒီတုန္းက မသိခဲ့ဘူးတဲ့။”

အင္း…သူေျပာလို႔ပဲ။ ႏို႔မို႔ရင္ စာစေရးတာ ကႀကီးခေကြးကလို႔ ထင္စရာ။ ျဗဟၼဏီအကၡရာ အေရးအဖတ္ သင္ခဲ့ရတာ ၂ႏွစ္ျပည့္ေတာ့မယ္။ ဒီျဗဟၼဏီမွာလဲ က, ခ စတဲ့ အကၡရာေတြပဲ။ အတိတ္က အရိပ္ေလးေတြကို ျပန္လြမ္းေမာမိတယ္။ ငယ္ငယ္တုန္းက ကႀကီးခေကြး ဘယ္သူသင္ေပးခဲ့လဲ မမွတ္မိေတာ့ဘူး။ ကႀကီးခေကြး စေရးတတ္တဲ့အခ်ိန္မွာ အေမေရာ အေဖပါ အနားမွာ မ႐ွိတာေတာ့ အေသအခ်ာ မွတ္မိတယ္။ ကံၾကမၼာဆိုတာ ဆန္းၾကယ္သား။ ႐ွိေစေတာ့။ အခုေတာ့ အေသာကအကၡရာမ်ားနဲ႔ပဲ ႏွစ္ပါးသြားလိုက္ပါအံုးမယ္။

အေသာကအကၡရာမ်ား ၁၇, ၁၈, ၁၉တို႕ကို အေသာကေက်ာက္ေဆာင္စာငယ္လို႔ ေခၚတယ္။ အားလံုးကို ျဗဟၼဏီအကၡရာ, ပရာကရစ္ဘာသာစကား အသံုးျပဳၿပီး ေရးထားတယ္။ အေသာကရဲ႕ အကၡရာမ်ား-၁ရကို Bahapur, Bairat, Ahraura, Rupnath, Gujarra, Sahasram, Maski, Gavimath, Palkigundu, Erragudi, Rajula-Mandgiri, Brahmagiri, Siddapur, Jatinga-Ramesvara,ဆိုတဲ့ ေနရာေတြမွာ ေတြ႕တယ္ (ေနရာေတြကို google mapနဲ႔ ဘေလာ့ဂ္ေအာက္ေျခမွာ ျပထားတယ္)။ ဒီေက်ာက္စာမူဟာ တစ္ခုနဲ႔တစ္ခု နည္းနည္းပါးပါးပဲ ကြာတယ္။ တစ္ခ်ိဳ႕ေက်ာက္စာေတြက အပ်က္အစီး မ႐ွိဘူး။ တစ္ခ်ိဳ႕ကေတာ့ တစ္ပိုင္းတစ္စပဲ က်န္တယ္။ ဒါေပမယ့္ မူတစ္ခုထဲဆိုတာကို တြက္ဆလို႔ရတယ္။ အေသာကရဲ႕ အကၡရာမ်ား-၁၈ကိုေတာ့, Erragudi, Rajula-Mandgiri, Brahmagiri, Siddapur, Jatinga-Ramesvaraေနရာေတြမွာ ေတြ႕တယ္။ Erragudi မွာ ပဓာနေက်ာက္ေဆာင္စာေရာ ေက်ာက္ေဆာင္စာငယ္ေရာ ၂မ်ိဳးလံုး ႐ွိတယ္။ အေသာကရဲ႕ အကၡရာမ်ား-၁၉ကိုေတာ့ Bairatမွာ ေတြ႕တယ္။ ဒီေဒသမွာ ေတြ႕တာ ၂ခု ျဖစ္ေနလို႔ Bairat-Bhabruေက်ာက္စာလို႔ ဒီေက်ာက္စာကို ေခၚၾကတယ္။ အခုေတာ့ ဒီေက်ာက္စာကို Calcutta ၿမိဳ႕က Asiatic Society of Bengalျပတိုက္မွာ သိမ္းထားတယ္။ အေၾကာင္းညီၫြတ္ရင္ ဒီေက်ာက္စာအေၾကာင္းကို ပိုစ့္ေတြ အေတာ္မ်ားမ်ား ေရးျဖစ္မယ္ထင္တယ္။

အေသာကရဲ႕ အကၡရာမ်ား (ေနာက္ဆက္တြဲ-၃)

ဗုဒၶစာေပေတြထဲက ကု႐ုတိုင္း ကမၼာသဓမၼၿမိဳ႕ဟာ အိႏၵိယႏိုင္ငံ နယူးေဒလီၿမိဳ႕ အေ႐ွ႕ေတာင္ဘက္ပိုင္းမွာ တည္႐ွိခဲ့တယ္လို႔ အိႏၵိယေ႐ွးေဟာင္းသုေတသနဌာနက အတည္ျပဳထားတယ္။ အဲဒီၿမိဳ႕ငယ္ေလးမွာ ျမတ္ဗုဒၶဟာ အာနၪၨသပၸါယသုတၱန္, မဟာနိဒါနသုတၱန္, မဟာသတိပ႒ာနသုတၱန္, မာဂ႑ိယသုတၱန္, အရိယ၀ါသသုတၱန္, သမၼသသုတၱန္္္ေတြကို ေဟာၾကားခဲ့တယ္။ နာမည္အႀကီးဆံုးကေတာ့ မဟာသတိပ႒ာနသုတၱန္ပါ။ ကု႐ုတိုင္းဟာ ဥတုအဟာရမွ်တၿပီး တိုင္းသူျပည္သားေတြကလဲ စိတ္ခ်မ္းသာ ကိုယ္က်န္းမာလို႔ ဉာဏ္ပညာ ထက္ျမက္ၾကတဲ့အတြက္ သိမ္ေမြ႕နက္နဲလွတဲ့ မဟာသတိပ႒ာနသုတၱန္ႀကီးကို နားလည္သေဘာေပါက္ၾကတယ္လို႔ ဆိုတယ္။ ဗုဒၶစာေပထဲမွာေတာ့ ကမၼာသဓမၼနဲ႔ ပတ္သက္ၿပီး အေၾကာင္းအရာ အေတာ္ မ်ားမ်ား႐ွိပါတယ္။



ယမုနာျမစ္ကမ္းနံေဘးက ေခတ္သစ္ ေဒလီၿမိဳ႕မွာ အႏၵိယအစိုးရ အုပ္ခ်ဳပ္မႈယႏၲရား တည္႐ွိေနသလို ဘာသာတရားေပါင္းစံု လႊမ္းၿခံဳတဲ့ ယဥ္ေက်းမႈအေမြအႏွစ္ေတြ အေျမာက္အမ်ား သမိုင္းမွတ္တိုင္အျဖစ္ တည္႐ွိေနပါတယ္။ ဒီအထဲမွာ အေသာကေက်ာက္စာတစ္ခုလဲ ပါတယ္။ ဒီေက်ာက္စာကို အေသာကဟာ ကု႐ုတိုင္း ကမၼာသဓမၼေဒသမွာ ေရးထုိးထားခဲ့တာလို႔ ေ႐ွးေဟာင္းသုေတသနပညာ႐ွင္တို႔က သတ္မွတ္ထားၾကတယ္။ ဒီေက်ာက္စာမူကေတာ့ “အေသာကရဲ႕ အကၡရာမ်ား-၁ရ”ပါ။





ဒီေနရာေလးကို ခဏခဏ ေရာက္တယ္။ ေဒလီၿမိဳ႕က သမိုင္း၀င္ေနရာေတြထဲမွာ ျမန္မာေတြအေနနဲ႔ လြမ္းေမာဖြယ္ရာ အေကာင္းဆံုးေနရာေလးပါ။ ျမတ္ဗုဒၶကိုယ္ေတာ္တိုင္ ႂကြေရာက္သီတင္းသံုးေတာ္မူခဲ့ၿပီး တရားေဒသနာေတာ္ေတြ ေဟာၾကားသြားခဲ့တဲ့ ေနရာမွာ ၿငိမ္းေအးသိမ္ေမြ႕တဲ့ ဓမၼဓာတ္ေတြ ပ်ံႏွံ႔ေနတယ္ဆိုတာ အေသအခ်ာပါပဲ။ ေနရာေလးက ႐ိုး႐ိုးေလးပဲ။ ေ႐ႊေရာင္ေငြေရာင္ တေျပာင္ေျပာင္နဲ႔ မဟုတ္ဘူး။ လူေနရပ္ကြက္ထဲ ေရာက္ေနေတာ့ တခ်ိန္တုန္းက ဒီေနရာဟာ ေဒသခံေတြရဲ႕ တပိုတပါးသြားတဲ့ေနရာျဖစ္ေနလို႔ (Indianေတာ္ေတာ္မ်ားမ်ားက အဲဒီကိစၥကို အဆင္ေျပတဲ့ေနရာမွာ ႐ွင္းေလ့႐ွိတယ္။ တစ္ျခားႏိုင္ငံေတြအေၾကာင္းေတာ့ မသိဘူး။ ျမန္မာႏိုင္ငံနဲ႔ ယွဥ္ရင္ေတာ့ သူတို႔က စံပဲ။) ဧည့္သည္ေတြ လာတဲ့အခါ ဗုဒၶါႏုႆတိ, ဓမၼာႏုႆတိ ကမၼ႒ာန္း မစီးျဖန္းႏိုင္ဘဲ ပဋိကူလသညာ ဘာ၀နာပြားမ်ားတဲ့ ေနရာျဖစ္ခဲ့တယ္။ အခုေတာ့ ေ႐ွးေဟာင္း ယဥ္ေက်းမႈနယ္ေျမ အျဖစ္သတ္မွတ္ၿပီး တံတိုင္းအကာအရံေတြ လုပ္လိုက္ေတာ့မွ အဆင္ေျပသြားတယ္။






ေက်ာက္ေတာင္ကုန္းေလးတစ္ခုေပၚမွာ မာဂဓေဒသသံုး ပရာကရစ္ဘာသာစကားကို ျဗဟၼဏီအကၡရာနဲ႔ ဘီစီ-၃ရာစုေႏွာင္းပိုင္းမွာ ေရးထိုးထားၿပီး ၁၉၆၆မွာ ႐ွာေတြ႕ခဲ့တဲ့ ဒီေက်ာက္စာဟာ အခုအခ်ိန္မွာေတာ့ ဖတ္လို႔ မရႏိုင္ေလာက္ေအာင္ မႈန္၀ါးေနပါၿပီ။

အိုအ႐ွင္တို႔ ဖုန္းေတာ္ႀကီးျမတ္ေတာ္မူေသာ ဗုဒၶဖုရားသွ်င္ ေဟာၾကားတာ္မူခဲ့ေသာ တရားေတာ္အေပါင္းတို႔သည္ကား ေကာင္းစြာ ေဟာၾကားေတာ္မူခဲ့သည္ခ်ည္းသာျဖစ္၏။ ထိုတရားေတာ္တို႔တြင္ အၾကင္တရားေတာ္တို႔သည္ ေကာင္းျမတ္ေသာ တရားေတာ္ျဖစ္၍ ႐ွည္ၿမဲစြာ တည္ထိုက္သည္ဟု တကာေတာ္ သိျမင္ခဲ့အံ့။ ထိုတရားေတာ္တို႔ကို ေၾကျငာလတံ့။

ပိယဒသီမင္းသည္ မာဂဓတိုင္းသံဃာကို ႐ွိခိုးေလွ်ာက္ၾကား၏။ အနာေရာဂါ မ႐ွိမူ၍ ခ်မ္းသာစြာ ေနရပါေစသတည္း။ အ႐ွင္တို႔ ဘုရား, တရား, သံဃာ၌ ကၽြႏု္ပ္၏ ႐ိုေသျမတ္ႏုိးျခင္းကို အ႐ွင္တုိ႔ သိၾကပါ၏။ အ႐ွင္တု႔ိ ျမတ္စြာဘုရား ေဟာၾကားေသာ တရားတို႔သည္ ေကာင္းစြာ ေဟာၾကားထားျခင္းတို႔ ျဖစ္ပါ၏။ အ႐ွင္တို႔ ထိုတြင္ သူေတာ္ေကာင္းတရား အဓြန္႔႐ွည္ရန္ ေဟာၾကားေသာ တရားအခ်ိဳ႕ကို ကၽြႏု္ပ္ ၫႊန္ၾကားပါမည္။
အ႐ွင္တို႔ ယင္းတရားတို႔မွာ ၀ိနယသမုသက, အရိယ၀ံသ, အနာဂတဘယ, မုနိဂါထာ, ေမာေနယသုတ္, ဥပတိသပသိနႏွင့္ ျမတ္စြာဘုရား မုသာ၀ါဒႏွင့္ စပ္လ်ဥ္း၍ ေဟာၾကားေသာ ရာဟုေလာ၀ါဒတို႔ ျဖစ္ပါသည္။ ဤတရားတို႔ကို ကၽြႏု္ပ္ လိုလားပါသည္။
အဘယ္ေၾကာင့္နည္းဟူမူ မ်ားစြာေသာ ဘိကၡဳ, ဘိကၡဳနီတို႔ မျပတ္နာယူက်င့္ေဆာင္ရန္ႏွင့္ ဤနည္းတူ ဥပါသကာ, ဥပါသိကာတို႔ နာယူက်င့္ေဆာင္ရန္ျဖစ္ပါသည္။ အ႐ွင္တို႔ ကၽြႏု္ပ္၏ အလိုဆႏၵကို သိၾကေစရန္ ယင္းအေၾကာင္းကို ေရးသားေစပါသည္။

His Grace" the King of Magadha addresses the Church with greetings and bids its members prosperity and good health. 'You know, Reverend Sirs, how far extend my respect for and faith in the Buddha, the Sacred Law, and the Church. Whatsoever, Reverend Sirs, has been said by the Venerable Buddha, all of that has been well said. However, Reverend Sirs, if on my own account I may point out (a particular text), I venture to adduce this one: "Thus the Good Law will long endure." Reverend Sirs, these passages of the Law, to wit:
1 The Exaltation of Discipline (Vinaya-samukkase);
2 The Course of Conduct of the Great Saints (Aliyavascini);
3 Fears of what may happen (Andgata-bhaydni);
4 The Song of the Hermit (Muid-ydtka);
5 The Dialogue on the Hermit's Life (Money a- stile);
6 The Questioning of Upatishya (Upatisa-pasine);
7 The Address to Rahula, beginning with the Subject of Falsehood (Ldyhulovdde musdvddam adhigidhya) spoken by the Venerable Buddha these, Reverend
Sirs, I desire that many monks and nuns should frequently hear and meditate; and that likewise the laity, male and female, should do the same. For this reason, Reverend Sirs, I cause this to be written, so that people may know my intentions (abhipretam).'

2. The course of conduct followed by the sages modes of ideal life (Aliyavasdni)*
3. Fears of what may come about in future (Andgatabhaydni) dangers threatening the Sahgha and the doctrine.
4. Poem on “Who is a hermit?" (Muni-gatha).
5. Discourse on Quietism (Mauneya-sute).
6. The Questions of Upatisya (Upatisa-pasine).
7. The Sermon to Rahula l beginning with the Sermon on Falsehood, as delivered by the Lord Buddha (Ldghulovdde musdvddam adhigichya).
These sections of the Dharma, Reverend Sirs, I desire that most of the reverend monks and nuns should repeatedly listen to and meditate, and in the same way, the lay-disciples, male as well as female (should act). For this reason, Reverend Sirs, am I causing this to be inscribed that they may know of my intention.

But, respected sirs, if I may suggest (anything) so that the noble Dharma may thus survive long, I may be given to opportunity to speak. These, respected sirs, the passages of the (holy and ) religious texts; Vinaya Samuksa, Aliya Vamsas, Anagatabhayas, Munigatha, Moneya Suta, Upatisa Pasina and, the sermon preached to Rahula by the Enlightened Buddha regarding ‘flasehood’. These religious texts, respected sirs, I wish the monks and nuns to regularly listen to and concentrate upon. The lay men and women devotees should act similarly. It is for this matter, respected sirs, that I have caused it to be inscribed so that they may know my desire.

ထို႔ေၾကာင့္ မင္းတကာတုိ႔ ေလးစားခ်စ္ၾကည္အပ္ေသာ အေသာကမင္းၾတားႀကီး ဤသို႔ ျပန္ၾကားေတာ္မူေလၿပီ၊ အမိ အဘတို႔ စကားကို နားေထာင္လိုက္နာရာ၏။ ဤအတူပင္ ဆရာသမား, (အသက္အ႐ြယ္ ႀကီးသူတို႔ စကားကို လိုက္နာရာ၏။ အေဆြခင္ပြန္း, ခ်စ္ကၽြမ္း၀င္သူ, ေဆြမ်ိဳးဉာတိတို႔၌၎, ေက်းကၽြန္အေစခံ အမႈလုပ္အထိ၎ ေကာင္းစြာ က်င့္ရာ၏။ သတၱ၀ါတို႔ကို ညႇင္းဆဲးသတ္ျဖတ္ျခင္းကို မျပဳအပ္၊) စကားကို ေျဖာင့္မွန္စြာ ေျပာဆိုအပ္၏၊ ထုိသို႔အားျဖင့္ ဤတရား၏ ဂုဏ္ေက်းဇူးကို ဤသို႔ လုိက္နာ က်င့္ေဆာင္ရာ၏၊ ဤသို႔လွ်င္ ဆရာသမား အေပၚ၌ တပည့္ေကာင္းသည္ က်ိဳးႏြံစြာ က်င့္ေဆာင္အပ္၏။ ေဆြညာသဂၤဟတို႔ အေပၚ၌လည္း (ေကာင္းစြာ က်င့္ရာ၏၊) ဤသည္ကား ေ႐ွးသူေဟာင္းစဥ္လာ က်င့္ႀကံလိုက္နာေသာ တရားလမ္းတည္း။

နတ္တို႔ခ်စ္ျမတ္ႏိုးေသာ မင္းႀကီး မိန္႔ေတာ္မူသည္မွာ--
မိဖတို႔အား ႐ိုေသက်ိဳးႏြံရာ၏၊ ထိုနည္းတူစြာ သတၱ၀ါတို႔အား ေလးစာေသာ စိတ္ကို ရင့္သန္ေစရာ၏၊ အမွန္ကို ေျပာဆိုရာ၏။ ဤတရားေတာ္၏ ဂုဏ္တို႔ကို ျပန္႔ႏွံ႔ေစရာ၏။
ထိုနည္းတူစြာ တပည့္တို႔သည္ ဆရာတို႔အား ႐ိုေသျမတ္ႏိုးရာ၏။ အေဆြအမ်ိဳးတို႔အားလည္း ေလ်ာက္ပတ္စြာ ျပဳစုရာ၏။
ဤသည္တို႔သည္ကား အသက္ကို ႐ွည္ေစေသာ ေ႐ွးေဟာင္းက်င့္စဥ္ တရားရင္းတို႔ေပတည္။ ဤသို႔ တရားေတာ္႐ွိသည္အတိုင္း က်င့္သံုးရာ၏။ (စာေရး စပဍ ေရးထုိး၏)

ေဒ၀ါနံပိယသည္ ဤသို႔ မိန္႔ဆို၏။ အမိအဖတို႔၌ ကိုးကြယ္ဆည္းကပ္ရာ၏။ ဤအတူ သတၱ၀ါတို႔၌ ေလးစားမႈ အၿမဲ ျပဳရာ၏။ အမွန္သစၥာကို ေျပာဆိုရာ၏။ ဤတရားဓမၼဂုဏ္ေက်းဇူးကို ျပန္႔ႏွံ႔ေအာင္ ျပဳရာ၏။ ဤအတူ အေႏၲ၀ါသိကတပည့္သည္ ဆရာသမားကို ႐ိုေသစြာ ဆည္းကပ္ရာ၏။ ေဆြမ်ိဳးဉာတကာႏွင့္ အမ်ိဳးသားတို႔၌ သင့္တင့္ေလ်ာက္ပတ္စြာ ျပဳက်င့္ရာ၏။ ဤသည္တို႔ကား ေ႐ွးေပါရာဏဓမၼလမ္းေၾကာင္း အသက္႐ွည္ေၾကာင္းတို႔ျဖစ္၍ လိုက္နာက်င့္ေဆာင္ၾကရမည္။ ပဋမည္ေသာ စာေရးသူေရး၏။

Thus saith His Sacred Majesty (Devanaihpiya): ' Father and mother must be hearkened to; similarly, respect for living creatures must be firmly established; truth must be spoken. These are the virtues of the Law which must be practiced. Similarly, the teacher must be reverenced by the pupil, and fitting courtesy must be shown to relations.' This is the ancient nature of things this leads to length of days, and according to this men must act.

Thus saith again His Sacred Majesty: Father and mother must be properly served; likewise, a respect for all life should be an established principle, truth must be spoken. These religious requisites or virtues must be promoted.

အေသာကရဲ႕ အကၡရာမ်ား-၁ရ

“ႏႈတ္တစ္ရာ စာတစ္လံုး” ဆိုတဲ့စကားက တခါတေလ “စာတစ္လံုး ႏႈတ္တစ္ရာ” ျဖစ္သြားႏိုင္တယ္။
ဘီစီ ၃ရာစုက အေသာကေက်ာက္စာ တစ္လံုးတစ္ပါဒကို ပညာ႐ွင္ေတြ ေ၀ဖန္ေလ့လာသံုးသပ္ၾကတဲ့အခါ မတူညီတဲ့ အယူအဆေလးေတြကို ဘာသာျပန္ေတြ ဖတ္ၾကည့္ရင္ ေတြ႕ႏိုင္ပါတယ္။ တစ္ခ်ိဳ႕ေက်ာက္စာေတြကို မူတစ္ခုပဲ ႐ွာေတြ႕တယ္။ တစ္ခ်ိဳ႕ကိုေတာ့ ေနရာအႏွ႔႔ံမွာ မူအမ်ိဳးမ်ိဳး ေတြ႕ရတယ္။ ႐ွာမေတြ႕တာေတြလဲ အမ်ားအျပား ႐ွိႏိုင္တာပဲ။ ပဲ့႐ြဲ႕မႈန္၀ါးပ်က္စီးတာေတြလဲ႐ွိေတာ့ မူရင္းေက်ာက္စာေရးထိုးသူရဲ႕ သေဘာထားနဲ႔ ႏွီးေႏွာတိုက္ဆိုင္ဖို႔ ႏွစ္ေပါင္းအေတာ္ၾကာ အႀကီးအက်ယ္ ႀကိဳးစားထားရမယ့္သေဘာကို အခုမွ မေတာက္တေခါက္နဲ႔ ေလ့လာမိတဲ့့ သူတစ္ေယာက္ကေတာင္ သေဘာေပါက္မိပါတယ္။ အင္း…ဒီေတာ့ ေ႐ွးက ပညာ႐ွင္ေတြ စိုက္ပ်ိဳးခဲ့လို႔ ျဖစ္ထြန္းလာတဲ့ အသီးအပြင့္ေတြကို စားသံုးရအံုးမွာပါ။ ေနာင္တစ္ခ်ိန္မွာေတာ့ ကိုယ္တိုင္ စိုက္ပ်ိဳးခြင့္ ႀကံဳတဲ့အခါ အခြင့္အေရးကို လက္မလႊတ္နဲ႔ေပါ့။

သု၀ဏၰ-ဂိရိၿမိဳ႕၌ တည္ေန၍႕ အ႐ွင္ မင္းၾတား၏ သားေတာ္ စကား, အမတ္ႀကီးတို႔၏ စကားျဖင့္ ဣ(သိ) လ၀သိ အမတ္ႀကီးသည္ မပ်က္မကြက္ လိုက္နာရမည္၊ မင္းတကာတို႔ ခ်စ္ၾကည္ ေလးစားအပ္ေသာ အေသာကမင္းၾတားႀကီး ဤသို႔ မိန္႔ၾကားေတာ္မူၿပီ၊ ငါ မင္းျမတ္သည္ လက္မြန္မဆြ ၂ႏွစ္ခြဲးေက်ာ္ ကာလပတ္လံုး ရတနာ ၃ပါးကို ကိုးကြယ္ ဆည္းကပ္ေသာ ဥပါသကာျဖစ္ေသာ္လည္း ၿမဲးစြဲးစြာ ဆည္းကပ္ေသာ ဥပါသကာ တဦးကား မဟုတ္ေသးေခ်၊ တႏွစ္ကို လြန္ေသာအခါ၌ကား ငါ, မင္းျမတ္သည္ သံဃာေတာ္မ်ားထံ ဆည္းကပ္ေလေသာ္, ၎တို႔ထံလည္း ငါမင္းျမတ္သည္ ၿမဲးစြဲးေကာင္းမြန္စြာ ကပ္ေရာက္ေလေသာ္, ဤအခါ၌ကား (ေ႐ွးအခါ) ဤဇမၺဴဒိပ္ကၽြန္း၌ လူမ်ိဳးလူဇတ္ျဖစ္လ်က္ နတ္တို႔ႏွင့္ ႏွီးေႏွာႏိုင္ျခင္းကား ဤလူ႔အျဖစ္က အားထုတ္ျခင္း၏့ အက်ိဳးတည္း၊ ထိုသို႔ေသာ အက်ိဳးကို ႀကီးက်ယ္ ေျမာက္ျမားေသာ လံု႔လျဖင့္သာ ရေရာက္ရန္ စြမ္းႏိုင္ၾကသည္ မဟုတ္ကုန္, ေသးငယ္ႏံုနဲ႔ေသာ အားထုတ္ျခင္းျဖင့္လည္း ျပန္႔ေျပာ ႀကီးက်ယ္ေသာ ခ်မ္းသာကို ရ၍႕ နတ္ျပည္၌ နစ္ၿခိဳက္ရန္ စြမ္းႏိုင္ကုန္၏၊ ဤအတၳဳပၸတ္တို႔ကို ၾကားသိေတာ္မူရ၏။
ငါမင္းျမတ္ ၾကားသိေတာ္မူရသကဲ့သို႔ (ဤလူ႔ျပည္၌) ငယ္႐ြယ္သူ ျဖစ္ေစ, အိုမင္းသူျဖစ္ေစ ဤနတ္႐ြာ ေရာက္ေၾကာင္းတရားကို အားထုတ္ၾကေစ၊ ထို႔အတိုင္းလည္း ငါ့စကားကို သိနားလည္ၾကေစ၊ ဤနည္းကိုသာ ျပဳလုပ္၍႕, ႐ွည္ျမင့္စြာ အားစိုက္ၾကေစ၊ ယင္းသို႔ အားထုတ္ျခင္းသည္ ထိုအက်ိဳးကို တိုးေစလတၱံ႕၊ ႏွစ္ဆထပိုး တိုးတက္ျပန္႔ပြားေသာ အက်ိဳးကိုလည္း တိုးတက္ ပြားစီးေစလတၱံ႕၊ မခၽြတ္လွ်င္ ၂ဆ ထပိုး တိုးပြားလတၱ႔႔ံ၊ ဤသို႔ေသာ အေၾကာင္းအရာကို ေတာင္တို႔အထက္၌ ေရးသား တည္ထားအပ္၏၊ (၀ါသတဟဓ) အရပ္ ေက်ာက္တိုင္ထက္၌ ေရးသားေစအပ္၏၊ ဤသို႔ေသာ တရား သိမွတ္ေၾကာင္း စာေတာ္ျဖင့္လည္း (ေတြ႕ျမင္ သိနားလည္သမွ် သူတို႔သည္ ျပဳက်င့္ လိုက္နာေစသတည္း၊ ဤမိန္႔ႁမြက္ခ်က္ တရားစာေတာ္ကို ထုတ္ျပန္ၿပီးလွ်င္, ေျပာၾကားေစျခင္း, ေျပာၾကားရန္ အားထုတ္ေစသူ ထား႐ွိေစျခင္း-- ဤႏွစ္မ်ိဳးကို ျပည့္စံုစြာ အၿမဲး အခိုင္ အားထုတ္ ႏိႈးေဆာ္ေစရန္ ၿမဲးစြဲးစြာ ထား႐ွိေစ၏၊ ဤအဓိပၸါယ္ကို ေတာင္ထက္တို႔၌ လည္းေကာင္း ထိုအတူ ေက်ာက္တိုင္တို႔၌လည္းေကာင္း ေရးသားစိုက္ထားေစအပ္၏။……

သု၀ဏၰျပည္႐ွိ အသွ်င္ သားေတာ္ႏွင့္ အမတ္ႀကီးတို႔၏ စကားျဖင့္ ဣသိလျပည္႐ွိ အမတ္ႀကီးတို႔အား က်န္းမာေၾကာင္း ႏႈတ္ဆက္ၿပီးေသာ္ ဤသို႔ မိန္႔ၾကားရာ၏။
နတ္တို႔ခ်စ္ျမတ္ႏိုးေသာ မင္းႀကီး အမိန္႔ ထုတ္ျပန္ေတာ္မူလိုက္သည္မွာ--
ငါသည္ ႏွစ္ႏွစ္ခြဲေက်ာ္မွ် ဥပသကာ ျဖစ္ခဲ့ေသာ္လည္း တစ္ႏွစ္တာမွ် ေကာင္းစြာ အားမထုတ္ခဲ့ေခ်။ သို႔ရာတြင္ တစ္ႏွစ္ေက်ာ္ေလာက္က သံဃာေတာ္အား ဆည္းကပ္ၿပီးေသာ္ ေကာင္းစြာ အားထုတ္ခဲ့ေလၿပီ။ ဤမွ်တိုင္ ကာလအတြင္း ဇမၺဴဒီပါကၽြန္း၌ လူတို႔သည္ နတ္တို႔ႏွင့္ ႏွီးေႏွာျခင္း မ႐ွိခဲ့ဖူးေသာ္လည္း ယခု နတ္တို႔ႏွင့္ ႏွီးေႏွာလ်က္႐ွိေခ်ၿပီ။ ဤကား ငါ၏ လံု႔လအက်ိဳးေပတည္း။ ဤအက်ိဳးကို ႀကီးျမင့္သူတို႔သည္သာ ခံစားႏိုင္သည္ မဟုတ္၊ ေသးငယ္သူတို႔ပင္လည္း ႀကိဳးစားအားထုတ္ျခင္းျဖင့္ ႀကီးက်ယ္ေသာ နတ္ျပည္စည္းစိမ္ကို ခံစားႏိုင္ေခ်၏။
ဤအလို႔ငွာ ဤစာတမ္းကို ထုတ္ျပန္ေတာ္မူသည္။ ေသးငယ္သူတို႔သည္၎၊ ႀကီးျမင့္သူတို႔သည္၎ ဤၫႊန္ၾကားခ်က္အတိုင္း ႀကိဳးစားအားထုတ္ၾကကုန္ေလာ့။ ငါ၏ႏိုင္ငံအစြန္အပသားတို႔သည္လည္း ဤအေၾကာင္းကို သိၾကပါေစကုန္သတည္း။ ဤသို႔ အားထုတ္ျခင္းသည္လည္း ႐ွည္ျမင့္စြာ တည္ပါေစသတည္း။ ဤလုပ္ငန္းစဥ္သည္လည္း ပြားတိုးလတံ့။ ဖြံ႕ဖြ ႔ံၿဖိဳးၿဖိဳးပင္ ပြားတိုးလတံ့။ ယုတ္ဆြအဆံုး ႏွစ္ဆခြဲမွ်ပင္ ပြားတိုးလတံ့။
ဤျပန္တမ္းကို တိုင္းခမ္းလွည့္လည္စဥ္ ၂၅၆ႀကိမ္တိုင္ ထုတ္ျပန္ခဲ့ေလၿပီ။

ေဒ၀ါနံ ပိယ မွာၾကားလိုက္၏။ ငါသည္ ၂ႏွစ္ခြဲ အလြန္က တပည့္သာ၀က ျဖစ္ခဲ့ေသာ္လည္း ေကာင္းစြာ ႀကိးစား အားထုတ္ျခင္း မ႐ွိခဲ့။ ၁ႏွစ္ခြဲအလြန္မွ သံဃာကို ကိုးကြယ္ဆည္းကပ္ၿပီး ငါသည္ ေကာင္းစြာ ႀကိဳးစားအားထုတ္၏။ ဤအတြင္း ဇမၺဴဒီပါကၽြန္းမွာ နတ္တို႔ႏွင့္ အဆက္အသြယ္ မ႐ွိခဲ့၊ ယခုအခါ ဆက္သြယ္ႏွီးေႏွာေန၏။ ယင္းသည္ ငါ၏ ႀကိဳးစားအားထုတ္ျခင္း အက်ိဳးေက်းဇူးပင္ျဖစ္၏။ ဤအက်ိဳးကို လူႀကီးတို႔သာ ရသည္မဟုတ္၊ လူငယ္သည္လည္း ႀကိဳးစားအားထုတ္လွ်င္ ျပန္႔ေျပာေသာ နတ္စည္းစိမ္ကို ခံစားႏိုင္၏။
ဤအက်ိဳးတရားကို ၾကားသိေစရန္ ဤစကားကို ေျပာၾကားျခင္းျဖစ္၏။ သို႔ေၾကာင့္ လူငယ္ျဖစ္ေစ, လူႀကီးျဖစ္ေစ ႀကိဳးစားအားထုတ္ၾကေလာ့၊ ျပည္နီးခ်င္း မင္းတို႔လည္း ႀကိဳးစားအားထုတ္ၾကေလာ့၊ ၾကာ႐ွည္စြာ အားထုတ္ၾကေလာ့၊ သို႔ျဖင့္ ဤအက်ိဳးတရား ႀကီးပြားျပန္႔ေျပာ တိုးတက္လိမ့္မည္။ အယုတ္ဆံုး တဆခြဲမွ် တိုးပြားလိမ့္မည္။ ၂၅၆ႀကိမ္ေျမာက္ တိုင္းခမ္းလွည့္လည္ရာ၌ ဤစကားကို ၾကားသိေစ၏။

'His Sacred Majesty (Devdnanpiya) gives these instructions: “For more than two-and-a-half years I was a lay disciple, without, however, exerting myself strenuously. But a year in fact, more than a year ago I entered the Order, and since then have exerted myself strenuously.
During that time the men in India who had been unassociated with the gods became associated with them. For this is the fruit of exertion. Nor is this to be attained by greatness only, because even by the small man who chooses to exert himself, immense heavenly bliss may be won. For that purpose has this proclamation been proclaimed: ' Let [small] and great exert themselves to this end.'
My neighbors, too, should learn this lesson, and may this lesson long endure! And this purpose will increase-- yea, it will increase vastly, at least half as much again will it increase." And this proclamation was proclaimed by the body of missioners (vyuthena), [to wit], 256 [persons].'

Under the instructions of the Prince (aryaputra) and Ministers (mahamatras) from Suvarnagiri, the Ministers of Isila are to be wished good health and then addressed as follows: Thus ordains His Sacred Majesty : For more than two years and a half that I had been a lay-disciple (upasaka), I had not exerted myself well. But a year indeed, for more than a year that I visited the Samgha, I exerted myself greatly. Thus during this time the people in Jambudvipa who had remained unassociated with the gods became associated with the gods. Of exertion, indeed, is this the result! But this cannot be attained by the great alone. For the small, too, can attain to a wide heaven of bliss by sustained exertion.
For this purpose has this message been proclaimed that (the small) along with the great may exert themselves in this manner, and that even my frontagers, may know (it), and that this exertion may be of long duration. Nay, it shall increase, shall immensely increase, it shall increase by at least one and a half times. And this message has been caused to be proclaimed 256 times by the king on tour.

This is not possible only for the higher officers to achieve, but of course it is possible for a lower (officer), if he exerts himself, to cause (men) to attain much divine pleasure. This announce has been made for this purpose, in order that the lower and the higher (officers) will exert themselves for this (end), that my neighbors too, may understand this, and that this exertion may live for a long time. And this object will grow, and will grow immensely, will grow (at least) one and half fold. And this has been caused to be heard when there have passed 256 days (of my tour.)

And this object shall grow, indeed shall grow profusely, shall grow (at least) one-and-half fold. And this discourse has been caused to be heard when there had elapsed 256 (years)’.”

အေသာကရဲ႕ အကၡရာမ်ား (ေနာက္ဆက္တြဲ-၂)

ကလိဂၤဟာ အေသာကသမိုင္းမွာ ထူးျခားတဲ့ ေနရာတစ္ခုပါ။ စစ္နဲ႔ ၿငိမ္းခ်မ္းေရးတို႔ရဲ႕ ေမြးဖြားရာေဒသတစ္ခုလို႔ ဆိုႏိုင္ပါတယ္။ အဲဒီေဒသမွာ အေသာကဘုရင္ဟာ ေက်ာက္စာ ႏွစ္ခု ေရးထိုးခဲ့တယ္။


အေသာကရဲ႕ အကၡရာမ်ား (၁) ကေန (၁၄) အထိကို Ginar, Kalsi, Yerragudi, Sopara ၊ Shahbazarhi, Mansehra ေဒသေတြမွာ ေရးထိုးထားတာကို ေတြ႕ရေပမယ့္ Dhauliနဲ႔ Jaugada ေဒသႏွစ္ခုမွာေတာ့ (၁) ကေန (၁၀) အထိ, (၁၄), ၿပီးေတာ့ (၁၅)နဲ႔ (၁၆)ကို ေရးထိုးထားတာပါ။ ဒါေၾကာင့္ (၁၅)နဲ႔ (၁၆)ကို သီးျခားေက်ာက္ေဆာင္စာလို႔ ေခၚၾကတယ္။ ကလိဂၤတိုင္းမွာ ေရးထိုးထားလို႔ ကလိဂၤေက်ာက္စာလို႔လဲ ေခၚၾကေသးတယ္။ မွတ္သားစရာ တစ္ခုက ကလိဂၤတိုင္းထဲမွာ ေရးထိုးထားတဲ့ ေက်ာက္စာေတြမွာ ကလိဂၤစစ္ပြဲအေၾကာင္း ေရးထားတဲ့ (၁၃) မပါတာပါပဲ။ စဥ္းစားစရာေပ့ါေနာ။ ကလိဂၤစစ္ပြဲအေၾကာင္းေတြကို ကလိဂၤတိုင္းမွာ ေက်ာက္စာေရးထိုးခဲ့မယ္ဆိုရင္ ႏိုင္ငံေရးအရ မိုက္မဲတဲ့ အျပဳအမူမ်ိဳး ျဖစ္ႏိုင္တဲ့အတြက္ (၁၃)ကို ခ်န္ထားခဲ့တာလို႔ အေသာကသမိုင္း ကၽြမ္းက်င္သူတစ္ခ်ိဳ႕က ဆိုၾကတယ္။ ဒါေၾကာင့္လဲ အေသာကဓမၼကို ရာဇဓမၼလို႔ ေခၚၾကတာျဖစ္မယ္။

ခရီးထြက္ဖို႔ ျပင္ေနတာ အေတာ္ၾကာၿပီ။ ဘယ္မွလဲ မသြားျဖစ္ဘူး။ မသြားႏိုင္တာလဲပါတယ္။ ဒီႏွစ္ေဆာင္းတြင္းေတာ့ စိတ္ကူးထားတယ္။ အိႏၵိယတလႊားက အေသာကရဲ႕ အကၡရာေတြကို လိုက္လံဖတ္႐ႈဖို႔ပါ။ တစ္ခ်ိဳ႕ေက်ာက္စာေတြ ႐ွိတဲ့ေနရာကိုေတာ့ ေရာက္ဖူးၿပီးၿပီ။ နီေပါက “လုမၺိနီ”, အိႏၵိယက “ဗာရာဏသီ”နဲ႔ “ဆန္ခ်ီ”ပါ။ ပါကစၥတန္ကိုေတာ့ ဆရာသမားက သြားခိုင္းတာေတာင္ လံုၿခံဳေရးစိတ္မခ်တာနဲ႔ ေၾကာက္လို႔ မေရာက္ျဖစ္ဘူး။ အဟဲ..Indiana Jonesနဲ႔ေတာ့ နင္လားငါလားေပါ့။ နီးနီးနားနားမွာလဲ အေသာကေက်ာက္စာေတြ ႐ွိပါ့။ ေက်ာက္စာတိုင္ဆိုရင္ အခု ေနတဲ့ေနရာကေန နာရီ၀က္ေလာက္ လမ္းေလွ်ာက္သြားရင္ ေရာက္တယ္။ ေက်ာက္ေဆာင္စာ႐ွိတဲ့ ေနရာကိုေတာ့ တစ္နာရီေလာက္ ကားစီးသြားရင္ ေရာက္တယ္။ အဲဒီေက်ာက္စာေတြအေၾကာင္း ေနာက္ပိုစ့္ေတြမွာ ေရးတာေပါ့။

ပိုစ့္မတင္ျဖစ္တာ တစ္လေက်ာ္ေက်ာ္။ ဘာမွေတာ့ မျဖစ္ပါဘူး။ လူတစ္ျခား စိတ္တျခား ျဖစ္ေနတာက လြဲလို႔ေပါ့။ အခုေတာ့ အကၡရာမ်ား ဆက္ပါအံုးမယ္ဗ်ာ။ ေက်ာက္စာဘာသာျပန္ အသစ္တစ္အုပ္ ထပ္ရထားလို႔ ဘာသာျပန္တစ္ခု တိုးထားတယ္။

ေဒ၀ါနံပိေယ ေဟ၀ံ အာဟ။ သမာပါယံ မဟာမတာ လဇ၀စနိက၀တ၀ိယာ။ အံ ကိဆိ ဒခါမိ ဟကံ၊ ကႎတိ၊ ကံ ကမန

ခေန သံတံ ဧေကန ပိ ေသာတ၀ိယ။ ေဟ၀ံ စ ကလံတံ စဃထ သံပဋိပါတယိတေ၀။

ေဒ၀ါနံပိယ မင္းႀကီးသည္ ဤသို႔ မိန္႔ေတာ္မူ၏။ သမာပါၿမိဳ႕႐ွိ အမတ္ႀကီးတို႔အား ေဒ၀ါနံပိယ မင္းႀကီး၏ စကားေတာ္ျဖင့္ ဤသို႔ မိန္႔ၾကားရာ၏။
တစံုတရာအား ငါျမင္၍ အလို႐ွိလွ်င္ ေဆာင္႐ြက္ဖြယ္ လုပ္ငန္းကို ငါစီစဥ္၍ နည္းလမ္းကို ငါ႐ွာႀကံၿပီးေသာ္ အေရးအႀကီးဆံုးဟု ငါထင္ေသာ နည္းလမ္းကို သင္တို႔အား ငါၫႊန္ၾကားခ်က္ျဖစ္ေစ၏။
ခပ္သိမ္းေသာ သူတို႔သည္ ငါ၏ သားသမီးမ်ား ျဖစ္ၾကကုန္၏။ ငါ၏ သားသမီးမ်ားအား ဤေလာကႏွင့္ တမႏြန္ေလာကတို႔၏ စီးပြားခ်မ္းသာအေပါင္းႏွင့္ ငါယွဥ္ေစလိုသည့္နည္းတူ ခပ္သိမ္းေသာ သူတို႔အားလည္း ငါယွဥ္ေစလို၏။
ငါမသိမ္းပိုက္ထားေသာ ႏိုင္ငံေတာ္ အစြန္အပ၌ ေနသူတို႔သည္ ငါတို႔၏ အေပၚ၌ မင္းႀကီးအသို႔ ဆႏၵထားေတာ္မူသနည္းဟု ေမးၾကကုန္အံ့။ ထိုႏိုင္ငံေတာ္အစြန္အပ၌ ေနသူတို႔အေပၚ၌ ငါ၏ ဆႏၵကား ဤသို႔တည္းဟု ျပန္ၾကားရာ၏။
“မင္းႀကီး အလို႐ွိေတာ္မူသည္မွာ သင္တို႔သည္ မင္းႀကီးအား မေၾကာက္မ႐ြံ႕ပဲ မင္းႀကီးသည္ ငါတို႔၏ ဆင္းရဲကို မေဆာင္၊ ခ်မ္းသာကိုသာ ေဆာင္အံ့ဟု မင္းႀကီးအေပၚ၌ ယံုၾကည္ရန္ျဖစ္၏။”
ဤသို႔လည္း ျပန္ၾကားရာေသး၏။
“မင္းႀကီးသည္ သင္တို႔အေပၚ၌ သည္းခံႏိုင္သေလာက္ သည္းခံအံ့။ သင္တို႔သည္ မင္းႀကီးအား ေထာက္ထားသျဖင့္ တရားကို က်င့္ၿပီးေသာ္ ဤေလာကႏွင့္ တမႏြန္ေလာကတို႔၏ စီးပြားခ်မ္းသာတို႔ကို ခံစားၾကကုန္ေလာ့။”
ဤအလို႔ငွာ သင္တို႔အား ငါၫႊန္ၾကားေပ၏။ ဤသို႔ သင္တို႔အား ၫႊန္ၾကားၿပီးေသာ္ ငါ၏ ဆႏၵေတာ္ႏွင့္ တကြ ငါ၏ အဓိဌာန္ ပဋိဉာဏ္တို႔၏ မယိမ္းမယိုင္ ခိုင္ၿမဲျခင္းကို သင္တို႔အား သိေစၿပီးသျဖင့္ ငါ၏ တာ၀န္ကား ေက်ေလၿပီ။
ႏိုင္ငံေတာ္ အစြန္အပသားတို႔သည္ ႏွစ္သိမ့္ေရာင့္ရဲ၍ ငါ၏ အေပၚ၌ ယံုၾကည္ကိုးစားရန္ သင္တို႔ျပဳမူကာ အမႈကိစၥတို႔ကို ေဆာင္႐ြက္ကုန္ရာ၏။ မည္သို႔ ယံုၾကည္ကိုးစားေစရာ သနည္းဆိုေသာ္ မင္းႀကီးသည္ ငါတို႔၏ အဖသဖြယ္ျဖစ္၏။ မင္းႀကီးသည္ မိမိကိုကို ၾကင္နာသကဲ့သို႔ ငါတို႔အားလည္း ၾကင္နာ၏။ ငါတို႔သည္ မင္းႀကီး၏ သားသမီးမ်ားသဖြယ္သာ ျဖစ္ေခ်၏။
ဤသို႔လွ်င္ သင္တို႔အား ငါၫႊန္ၾကားပိ၏။ ငါ၏ ဆႏၵေတာ္ႏွင့္တကြ ငါ၏အဓိဌာန္ႏွင့္ ပဋိဉာဏ္တို႔၏ မယိမ္းမယိုင္ ခိုင္ၿမဲျခင္းကိုလည္း သိေစပိ၏။ ဤအလို႔ငွာ ေနရာတိုင္း၌ ေဒသဆိုင္ရာ အရာ႐ွိမ်ားကို ငါခန္႔ထားေတာ္မူမည္။ သင္တို႔သည္ ႏိုင္ငံေတာ္ အစြန္အပသားတို႔၏ ႏွစ္သိမ့္ေရာင့္ရဲမႈ ဤေလာက တမႏြန္ေလာကတို႔၏ စီးပြားခ်မ္းသာမႈတို႔ကို ေဆာင္႐ြက္ေပးစြမ္းႏိုင္၏။ ဤသို႔ေဆာင္႐ြက္ေသာ္ သင္တို႔သည္ နတ္ျပည္ ခ်မ္းသာကို ရ၍ ငါ၌ တင္႐ွိေသာ ၀တၱရားေႂကြးမွလည္း ကင္းၾကကုန္အံ့။
ႏိုင္ငံေတာ္ အစြန္အပသားတို႔သည္ ႏွစ္သိမ့္ေရာင့္ရဲ၍ တရားကို က်င့္ေစျခင္းငွာ ငါ၏ အမတ္ႀကီးတို႔သည္ အခါခပ္သိမ္း အားထုတ္ၾကရန္ ဤကဗ်ည္းကို ေရးေစပိ၏။ ဤကဗ်ည္းအား ေလးလလွ်င္ တႀကိမ္ ၾကားနာရာ၏။ တိသ(ဖုသွ်) နကၡတ္ႏွင့္ ယွဥ္ေသာ ေန႔တို႔ႏွင့္ ၾကားေန႔တို႔၌လည္း အခါအခြင့္ရက တေယာက္တည္းျဖစ္ေစကာ ၾကားနာရာ၏။ ဤသို႔ ျပဳျခင္းျဖင့္ သင္တို႔သည္ ငါ၏ အမိန္႔ကို လိုက္နာေဆာင္႐ြက္ကုန္ရာသတည္း။

ေဒ၀ါနံပိယ မင္းသည္ ဤသို႔ မိန္႔ၾကား၏။ သမာပါၿမိဳ႕ အမတ္ႀကီးတို႔အား မင္း၏ စကားျဖင့္ ေျပာၾကားရမည္။ ငါေတြ႕ျမင္ေသာ အေၾကာင္းအရာတို႔ကို သင္တို႔အား သိေသလို၏။ အသို႔နည္း ငါသည္ ျပဳသင့္ေသာ အမႈကို နည္းလမ္း အမ်ိဳးမ်ိဳးျဖင့္ စတင္အားထုတ္မည္။ အက်ိဳးေက်းဇူး႐ွိေသာ နည္းလမ္းကို သင္တို႔အား ၫႊန္ၾကားမည္။ ယင္းသည္ အမွန္မုခ် ငါအလို႐ွိေသာ နည္းလမ္းျဖစ္၏။
လူအေပါင္းသည္ ငါ၏ သားသမီးမ်ားျဖစ္၏။ အသို႔နည္း၊ ငါ၏ သားသမီးမ်ားကို ပစၥဳပၸန္ တမလြန္ႏွင့္ စပ္လ်ဥ္းေသာ စီးပြားခ်မ္းသာကို ယွဥ္ေစလိုသကဲ့သို႔ လူအေပါင္း၌လည္း ငါအလို႐ွိ၏။
ႏိုင္ငံ၏ အပအစြန္အဖ်ား၌ ေနသူမ်ားသည္ ငါတို႔အေပၚ မင္းဘယ္သို႔ အလိုဆႏၵ ႐ွိသနည္းဟူမူ ထို အစြန္အဖ်ား၌ ေနသူမ်ားအေပၚ ငါ၏ အလိုဆႏၵ ဤသို႔တည္းဟု ေျပာၾကားရမည္။ “မင္းအလို႐ွိသည္မွာ သင္တို႔သည္ မင္းအား မေၾကာက္ၾကပဲ မင္းသည္ ငါတို႔ခ်မ္းသာကိုသာ ေဆာင္မည္။ ဆင္းရဲျဖစ္ေစလိမ့္မည္မဟုတ္ဟု မင္းအေပၚ ယံုၾကည္ရန္ ျဖစ္၏”
ထို႔ျပင္လည္း “မင္းသည္ သင္တို႔ အေပၚ သည္းခံႏိုင္သမွ် သည္းခံမည္၊ သင္တို႔သည္ မင္းကို အေၾကာင္းျပဳ၍ တရားက်င့္ၾကၿပီးလွ်င္ ပစၥဳပၸန္ တမလြန္ေလာက၏ စီးပြားခ်မ္းသာကို ခံစားၾကေလာ”ဟု ေျပာၾကားရမည္။
ဤအတြက္ သင္တို႔အား ငါၫႊန္ၾကား၏။ ယင္းသို႔ ၫႊန္ၾကားၿပီးေသာ္ ငါ၏ အလိုဆႏၵႏွင့္ ငါ၏ ပဋိညာဥ္ ၀န္ခံျခင္းတို႔ တည္တ့ံခိုင္ၿမဲျခင္းကို သင္တို႔အား သိေစသျဖင့္ ငါ၏ တာ၀န္ေက်ခဲ့ၿပီ။
ႏိုင္ငံမွ အပအစြန္အဖ်ား၌ ေနသူတို႔သည္ ႏွစ္သိမ့္ေရာင့္ရဲ၍ ငါ၏ အေပၚ ယံုၾကည္ ကိုးစားရန္ သင္တို႔ ျပဳမူၾကလ်က္ အမႈကိစၥတို႔ကို ေဆာင္႐ြက္ၾကရမည္။ “မင္းသည္ ငါတို႔၏ အဖျဖစ္၏။ မင္းသည္ မိမိကိုယ္ကို ျမတ္ႏိုးသကဲ့သို႔ ငါတို႔ကိုလည္း ျမတ္ႏိုး၏။ ငါတို႔သည္ မင္း၏ သားသမီးမ်ား ျဖစ္၏”ဟု ယံုၾကည္ကိုးစားေစရမည္။
ယင္းသို႔လွ်င္ သင္တို႔အား ငါၫႊန္ၾကား၏။ ငါ၏ အလိုဆႏၵႏွင့္ ငါ၏ ပဋိညာဥ္ ခံ၀န္ခ်က္တို႔ တည္တံ့ခိုင္ၿမဲျခင္းကိုလည္း သိေစ၏။ ဤအတြက္ အရပ္ေဒသအားလံုးမွာ အရာ႐ွိမ်ားကို ငါခန္႔ထားမည္။ သင္တို႔သည္ ႏိုင္ငံေတာ္မွ အပအစြန္အဖ်ားတို႔၌ ေနသူတို႔၏ ႏွစ္သိမ့္ေရာင့္ရဲမႈႏွင့္ ပစၥဳပၸန္တမလြန္ေလာက၏ စီးပြားခ်မ္းသာတို႔ကို ေဆာင္႐ြက္ႏိုင္၏။ သို႔ျဖင့္ သင္တို႔သည္ နတ္ခ်မ္းသာကို ရ၍ ငါ၏ ေႂကြးၿမီမွလည္း လြတ္ကင္းၾကေပလိမ့္မည္။
ႏိုင္ငံေတာ္မွအပ အစြန္အဖ်ား၌ ေနသူတို႔ ႏွစ္သိမ့္ေရာင့္ရဲ၍ တရားက်င့္ေဆာင္ေစရန္အတြက္ ငါ၏ အမတ္ႀကီးမ်ား အစဥ္ႀကိဳးစား အားထုတ္ၾကရန္ ဤစာကို ေရးေစျခင္းျဖစ္၏။ ဤစာကို ေလးလတႀကိမ္ ၾကားနာၾကရမည္။ ဖုသွ်နကၡတ္ႏွင့္ ယွဥ္ေသာ ေန႔တို႔ႏွင့္ စပ္ၾကားေနတို႔၌လည္း တေယာက္ထည္းျဖစ္ေစ ၾကားနာရမည္။ သို႔ျဖင့္ သင္တို႔သည္ ငါ၏ အလိုဆႏၵျပည့္စံုေစရန္ ႀကိဳးပမ္းၾကေလာ့။

In the words of His Sacred Majesty the High Officers administering the town are to be addressed as follows: 'Whatsoever my views are I desire them to be acted on in practice and carried into effect by certain means. And in my opinion the chief means for this purpose are my instructions to you, because you have been set over many thousands of living beings that you may gain the affection of good men.
"All men are my children;” and, just as I desire for my children that they may enjoy every kind of prosperity and happiness both in this world and in the next, so also I desire the same for all men. You, however, do not grasp this truth to its full extent. Some individual, perchance, pays heed, but to a part only, not the whole. See then to this, for the principle of government is well established. Again, it happens that some individual incurs imprisonment or torture, and when the result is his imprisonment without due cause, many other people are deeply grieved. In such a case you must desire to do justice. However, with certain natural dispositions success is impossible, to wit, envy, lack of perseverance, harshness, impatience, want of application, laziness, indolence. You must desire that such dispositions be not yours. The root of the whole matter lies in perseverance and patience in applying this principle of government. The indolent man cannot rouse himself to move, yet one must needs move, advance, go on.
In the same way you must see to your duty, and be told to remember: “See to my commands; such and such are the instructions of His Sacred Majesty." Fulfillment of these bears great fruit, non-fulfillment brings great calamity. By those who fail neither heaven nor the royal favor can be won. Ill performance of this duty can never gain my regard, whereas in fulfilling my instructions you will gain heaven and also pay your debt to me. This scripture must be recited every constellation of Tishya day, and in the intervals between the Tishya days, on fit occasions it may be recited even to a single hearer. By such action you must endeavor to fulfill my intentions. For this purpose has this scripture been here inscribed in order that the administrators of the town may strive without ceasing [lit. "all the time "] that the restraint or torture of the townsmen may not take place without due cause. And for this purpose, in accordance with the Law of Piety, I shall send forth in rotation every five years such persons [lit. " a person "] as are of mild and temperate disposition, and regardful of the sanctity of life, who knowing this my purpose will comply with my instructions.
From Ujjain, however, the Prince for this purpose will send out a similar body [of officials], and will not over-pass three years. n the same way from Taxila. When the High Officers aforesaid . . . proceed on transfer in rotation, [then without neglecting their own [ordinary] business, they will attend to this matter also, and thus will carry out the king's instructions.'

His Sacred Majesty thus says: At Samapa the High Officers entitled to receive the king's messages are to be addressed as follows: Whatsoever I view (as right) I want to see how it can be executed in practice and fulfilled by proper means.
And this is regarded by me as the principal means to this end, viz., to give my instructions to you. All men are as my children; as, on behalf of my own children, I desire that they may be provided with complete welfare and happiness both in this world and the next, the same I desire also for all men. It might occur to the unconquered borderers (to ask): "What does the king desire with regard to us?”
This alone is my desire with regard to the borderers (that) they may understand that the king desires this (that) they should be free from fear of me, but should trust in me; (that) they would receive from me only happiness and not sorrow; that they should further understand (this) that the king will tolerate in them what can be tolerated; that they may be persuaded by me to practice Dharma or morality; (and that) they may gain both this world and the next. And for this purpose am I instructing you, (viz. that) by this do I render myself free from debt (to animate beings), that I instruct you, and make known to you my will, my determination, and promise, not to be shaken. Therefore acting thus, should you perform your duties and assure them that they may understand that "the king is to us even as a father ; (that) he feels for us even as he feels for himself; we are to him as his children.' By instructing you, and making known to you my will, my determination and vow inviolable, I shall have (i.e., post) for this end officers in all provinces. For you have the capacity to produce their confidence, their good and happiness both in this world and the next. Thus doing you will also win heaven and release from your obligations to me (or win me release from my debts). And for this purpose has this edict been inscribed in this place that the High Officers may be all the time at work for the confidence and practice of religion of these frontier peoples. This same edict is also to be proclaimed at the commencement of every quarter of the year on the Tisya day, and also in the intervals between the Tisya days and even to individuals, when an occasion offers. Thus working should you strive towards accomplishment.

By order of the Beloved of the Gods; At Tosali the prince and the officers/ at Samapa the officers charged with announcing the royal decrees, are to be ordered thus: Whatever I approve of, that I desire either to achieve by taking action or to obtain by some effective means. This is what I consider the chief method in this matter, and these are my instructions to you. All men are my children and just as I desire for my children that they should obtain welfare and happiness both in this world and the next, the same do I desire for all men. If the unconquered peoples on my borders ask what is my will, they should be made to understand that this is my will with regard to them— ‘the king desires that they should have no trouble on his account, should trust in him, and should have in their dealings with him only happiness and no sorrow. They should understand that the king will forgive them as far as they can be forgiven, and that through him they should follow Dharma and gain this world and the next.’
For this purpose I instruct you, that having done so I may discharge my debt to them, by making known to you my will, my resolve and my firm promise. By these actions, my work will advance, and they will be reassured and will realize that the king is like a father, and that he feels for them as for himself, for they are like his own children to him. My couriers and special officers will be in contact with you, instructing you and making known to you my will, my resolve, and my firm promise. For you are able to give the frontier people confidence, welfare, and happiness in this world and the next. Doing this you will reach heaven and help me discharge my debt to my people.
This inscription has been engraved here for this purpose—that the officers shall act all times attend to the conciliation of the people of the frontiers and to promoting Dhamma among them. This edict is to be proclaimed every four months on the day of the star Tisya; it may optionally be proclaimed from time to time in the interval between Tisya-days, and on occasions may be proclaimed even to a single person. By doing this you will be able to conform to my instruction.

By the order of the Gods, the prince-viceroys and the mahamatras stationed at Tosalia and Samapa should be addressed thus: whatever I conceive (with the mind) I wish what? That I may put it into practice. And I consider this to be the chief instrument to this end, namely, instructions to you. All men are my children. As I wish for (my) children that they may be united with all well-being and happiness of this world and the next, similarly I wish it for all people.
It may be (in the mind) of the unconquered bordering kings ‘what is the desire of the king in our respect?’ This much only is my desire in respect to (the people) of the bordering kings, that they may understand (this), (that) the Beloved of the Gods wishes: ‘they should not be afraid of me, they should place confidence in me, (and) they will gain from me happiness not misfortune.’ And they should further know: ‘the emperor will tolerate with us to the extent he can possibly tolerate’; they should follow Dharma for my sake and attain this world and the next. For this purpose do I instruct you, namely, that having given you injunctions and expressed my desire, nay, my vow and oath, may I be free from debt (to them). Thus acting likewise you must do your duty and must inspire them with confidence, so that they might know: ‘the king is fatherly to us: he sympathises with us as he sympathises with himself; we are to the king as his children. So having instructed you and told the desire, my vow and oath, I will become emperor of the universe, for this end; for you are able to inspire them with confidence and (assure) their well-being and happiness of this world and the next. Acting thus you will gain heaven and fulfill your duty to me.
So for this purpose has this edict been inscribed: in order that mahamatras may remain engaged for a long time in creating confidence and establishing the practice of Dharma amongst themselves as well as amongst the bordering kings.
And this edict should be listened to during the Tisya naksatra every four monthly season and, of course, it may be listened to even by an individual on every festive occasion and also without the Tisya (period). By doing so, strive to discharge my instructions.

It may be (in the mind) of (the people) the unconquered frontier sovereigns: ‘what is the will of the king in respect of us?’ This much alone is my wish in regard to (the people) of the frontier sovereigns, that they may understand (this), namely, that the beloved of the gods desires: ‘they should be unperturbed towards me, they should trust mine, (and) they would receive from me happiness, not misery.’ And they should further understand: ‘the king will bear with us as far as it is possible to bear,’ (but) they should follow Dhamma for my sake and gain this world and the next. For this end do I instruct you, namely, that having given you instructions and made known my will, nay, my immovable resolve and vow, may I be free from debt (to them)! So acting accordingly, you must discharge your functions and must inspire them with confidence, so that they might understand: ‘the king is to us even as a father; he sympathises with us even as he sympathises with himself; we are to the king even as (his) children.’ So having instructed you and intimated the will, my immovable resolve and vow, I shall become a sovereign over all countries for this object; for you are competent to inspire them with confidence and (ensure) their welfare and happiness of this world and the next. By so doing you will gain heaven and also discharge your debt to me.
And for this purpose has this document been here written: in order that the Mahamatras may be devoted to the eternal rule of conduct for inspiring (the people of) those frontier sovereigns with confidence and ensuring (their) practice of Dhamma. And this document should be heard on the Tishya day every four-monthly season; the Tishya days it may be heard even by one (official). By acting thus, endeavor to fulfill (my instructions).
